Mosquito Control
Due to the recent warm humid weather the Village of Roscoe has announced stepped-up efforts to reduce adult mosquitoes within the Village. The Village has contracted with Clarke to apply the mosquitocide used widely throughout the area for adult mosquito control, a product that is labeled by the USEPA for use in residential and recreation areas.
Treatment areas will include Roscoe, Machesney Park, and Loves Park. Weather permitting, Clarke Environmental Mosquito Management will be spraying throughout the Village of Roscoe l;ate Sunday night, June 26th, sometime between 8:30 PM and 2:30 AM. The Village is also recommending residents take precautions to protect themselves and their families from mosquito bites. Especially important is the use of insect repellent containing DEET or Picaridin.
Clarke, based in St. Charles, Ill., has been at the forefront of the mosquito control industry since 1946, offering services, products, equipment and education that aid in the control of mosquito populations.

Winter may have finally arrived. Roscoe and the surrounding area are under a winter weather advisory from 9:00 am to 6:00 pm this evening. AccuWeather is calling for 1″- 3″ of accumulation with a possible mix of snow and sleet. Plan on slippery road conditions so please slow down and use caution while traveling.
Village of Roscoe Public Works is currently out salting all Village roads and will be actively working to keep the roads clear throughout the day. Please be on the watch for slow-moving plow and salt trucks, and maintain a safe distance of at least 100′.
2021 Hometown Holiday
Hometown Holiday Celebration returns for 2021! The Village of Roscoe, together with Elev815 and the Harlem Roscoe Fire Protection District invites you to join us on Main Street, Saturday, December 11th from 4:00 pm to 7:00 pm.
There will be games and prizes for kids at the Fire Station, live music from Hononegah High School and Roscoe Middle School at Village Hall, letters to Santa, ornament painting, cookies, hot chocolate, and an appearance by Santa himself at Jim Blevin’s State Farm (in the cozy white log cabin). Join in on the caroling as we light the Community Holiday Tree at 6:00 pm.

Veterans Day
Roscoe Village Hall, and the Secretary of State Express Driver’s License facility will both be closed Thursday November 11th in observance of Veterans Day. Both facilities will re-open at 9:00 am Friday morning.

The Illinois Department of Public Health will be conducting a free vaccination clinic at Roscoe Village Hall, Monday, November 1, 2022, from 9:00 am to 4:00 pm. Initial COVID-19 vaccinations as well as booster shots will be available. Vaccines will be administered on a walk-in basis only.

Roscoe Road Projects
Paving work is being completed at various locations throughout the Village of Roscoe this week. Project areas include River Street, Prairie Flower, Sheringham Drive, Promontory Trail, and full-depth patching at numerous other locations. This works represents an investment of over $720,000 this season in residential road repair and maintenance.

Trick or Treat Date and Hours
Effective this year, the Village of Roscoe has established the last Saturday of every October as the official ‘Trick or Treat Day’. This move has been made in the interest of our children’s safety, to eliminate the stress of rushing home from school and work for ‘trick or treating’, and to avoid the conflict with end of workday traffic and congestion. Trick or Treating hours have been established from 4:00 pm to 7:00 pm.

Free COVID-19 Vaccination
IEMA is providing free COVID-19 vaccinations today from 9am – 4pm at the Roscoe Village Hall, located at 10631 Main St. in Roscoe, IL. All three vaccines are available (Pfizer, Moderna, J&J) and no appointment is required. Second doses and boosters are also available with proof of prior vaccination dates. Owen Center Road Closure
Owen Center Road between IL-75 and Roscoe Road will be closed to traffic from Monday, October 4th to Friday, October 8th, 2021 for replacement of a road culvert. The duration of this work is weather dependent. Motorists are advised to seek alternate routes.

New Fall Festival Parade Route.
Starting at Bridge Street at 11:00 am, the parade will head straight up Main Street this year, ending at Williams Drive near Main Street Square. This will make exiting the parade and collecting kiddos much easier for all involved. Stake out your seats accordingly as the parade will no longer be heading down Chestnut. See you there!

It Starts Tonight!
Come join us for the 111th Annual Roscoe Fall Festival hosted by the Roscoe Lion’s Club. The Festival kicks off tonight at 5:00 pm at Leland Park, featuring food, rides, carnival games, an exhibitors tent, music. prizes and more. Kiddie Costume Parade starts at 10:00 am Saturday morning, breakfast at Leland Park hosted by the Roscoe United Methodist Church begins at 7:00 am Sunday morning, and of course, join us for the parade on Main Street Sunday at 11:00 am (streets close at 10:00). Temporary Road Closure – Elevator Rd and Clayton Cl.
Pavement Patching will be taking place on Elevator Rd. in the area of Clayton Circle in the village of Roscoe. The work is scheduled to begin on Monday, August 16, 2021. The work will require Clayton Circle (East side) to be closed at the intersection with Elevator Rd. Traffic will be reduced to one lane in the work zones. The work is to be completed by August 20, 2021; however the duration of the work and closures are dependent on the weather. Flaggers and Traffic control will be provided. Motorists should use caution and be prepared to stop. Delays should be expected.

Roscoe Power Outages
ComEd reporting indicates that 525 Roscoe customers lost power at some point during last night’s storm. While 350 of those residences and businesses have had power restored, there remains 175 customers are still without electricity over three separate identified outages. Line crews are being dispatched to these remaining locations this afternoon and ComEd expects power to be fully restored very soon. Illinois Secretary of State Jesse White announced that all offices and facilities will be CLOSED Friday, June 18 in observance of Juneteenth, as declared by Governor J.B. Pritzker following President Biden’s signing of Juneteenth as a federal holiday. The Roscoe Express Drivers Licenses Facility will be CLOSED today and will reopen on Wednesday, June 23.

Snow Emergency
Here we go again. The Village of Roscoe is declaring a snow emergency to coincide with a winter storm warning in effect from 9:00 am Thursday through noon Friday. The event is expected to begin with freezing rain Thursday morning transitioning to heavy snow throughout the afternoon. Blowing winds are expected to make travel very hazardous throughout Thursday night into Friday morning.
We once again ask that you ensure all cars are removed from public streets to allow for safe and effective snow removal, avoid all unnecessary travel, and maintain a safe distance behind all slow moving vehicles, including plow and salt trucks.

The Village of Roscoe is declaring a local Snow Emergency beginning 12:00 pm this afternoon extending through 12:00 pm tomorrow (Sunday). Please make sure that no vehicles are parked on public streets and residential roads during this period. Snow and salt trucks will be out throughout the duration of the event, and will require safe unobstructed access to all of our roadways.
Snowfall is likely to be heavy at times, with low visibility. It is imperative that all cars be removed from Village roadways to both ensure the safety of our plow drivers and to allow for complete removal of snow and ice. Vehicles may be ticketed during the period of the declared snow emergency.

Snow Emergency
The Village of Roscoe has declared a Snow Emergency to coincide with a Winter Storm Warning in effect for the Roscoe area from 4:00 pm this afternoon to 12:00 pm tomorrow (Tuesday, January 26th).
Snow accumulation of 4 to 7 inches is expected, along with high winds which will combine to create difficult travel conditions. During a Snow Emergency, residents are required to remove vehicles from all public streets. Plows and salt trucks will be out clearing roads through the duration of the storm, and will be out completing clean-up operations for several days to follow.
Please avoid any non-essential travel, exercise extreme caution while driving, and watch for slow moving vehicles.

Christmas Tree Recycling
Advanced Disposal will once again be collecting Christmas trees curbside for recycling. This service is available to all Village residents and there is no charge for the collection. Please make sure that all lights and ornaments are removed, and please cut trees 6′-0″ or taller into two pieces.

New Rule
Beginning Wednesday, all bar and restaurant customers must wear masks when dealing with an establishment’s staff. Storm Damage
It appears that we were relatively lucky here in Roscoe with respect to damage resulting from the storms that hit our region Monday afternoon. The Village would however like to offer to help with getting rid of any tree branches that may have fallen during the high winds.
If you have large branches in your yard and are able to drag them to the edge of the street, the Public Works Department will come to pick them up and remove them for you. If you would like assistance with tree branch removal, please do the following:
* Drag branches or small trees, 6″ diameter and less out to the edge of the street.
* Make sure the branches are placed with the broken limb facing toward the street.
* Make sure that branches are not obstructing traffic in any way.

Burn Ban Lifted.
Effective July 1, 2020, the Village of Roscoe is lifting the temporary ban on the burning of leaves and other landscape waste. Please note that per existing Open Burning Ordinance, all fires must be attended at all times by the property owner or other responsible party, and that burning must occur on the same property from which the landscape waste was generated. Playgrounds Open in Roscoe.
We are pleased to announce that as part of Phase Four of the Governor’s Restore Illinois Plan, we are now able to reopen our playgrounds throughout the Village of Roscoe. Per IDPH guidelines, playground capacity is limited to a total of 50 people, and individual groups are encouraged to maintain appropriate social distancing. Public Works staff will be disinfecting the playgrounds on a daily basis, but as always we encourage everyone to wash and sanitize their hands immediately following use of the playground facilities.

The Illinois Gaming Board has reported that they intend to start reactivating video gaming terminals throughout the state starting at 9:00 am Wednesday, July 1, 2020. The Environmental Protection Agency offers the following tips:
– If possible, remain inside or avoid the area whenever spraying takes place for about 30 minutes after spraying.
– Close windows and doors, and turn off window air conditioning units or close their vents to circulate indoor air before spraying begins. Window and air-conditioner vents can re-open about 30 minutes after spraying.
– Rinse any homegrown fruits and vegetables thoroughly with water before cooking or eating them.
– Cover outdoor tables and play equipment before spraying or wash them off with detergent and water after they have been sprayed.

The Roscoe Express Driver’s License Facility will reopen
Beginning this Wednesday, June 3, Roscoe Village Hall and the Roscoe Express Driver’s License Facility will reopen to the public on a modified schedule. As we enter Phase 3 of the Restore Illinois Plan, the building will be open every week, Wednesday through Friday. Hours of operation will be 9:00am – 4:00pm for the Driver’s License Facility, and 9:00 am – 5:00 pm for Village Hall. Village Hall will remain closed to the public on Mondays and Tuesdays, with all regular functions of the Village being conducted remotely. In keeping with the CDC, State of Illinois, and WCHD guidelines, social distancing and wearing of masks inside the building will be strictly enforced at all times.

Effective immediately
The Village of Roscoe in cooperation with the Harlem-Roscoe Fire Protection District is enacting an immediate ban on all open burning of landscape waste including brush, leaves, sticks, stumps, pine needles, agricultural vegetation and other debris during the remaining period of the Executive Order, currently in place until April 30, 2020. These restrictions are being put into place out of an abundance of concern for the well being of those with respiratory illness, and for the preservation of emergency first responder resources as we endure this period of pandemic health crisis. It is imperative that police, fire, and ambulances be available for the increase in life safety calls, and that they not be diverted to deal with issues arising from the burning of leaves and other landscape materials.
As always, Village of Roscoe residents are able to place unlimited amounts of leaves and yard waste out for curbside pickup. Materials should be placed in designated kraft paper bags, or reusable containers clearly marked ‘Yard Waste’.
Clean burning of firewood for recreational or warming purposes will still be permissible, but must be restricted to fire pits or other designated fire containment devices. The burning of fuels specific to outdoor cooking such as propane, natural gas, and charcoal will also still be allowed in designated grills or other outdoor cooking appliances.

IL 251 Construction
Construction work has begun on IL 251 (N Second Street), extending from the Wisconsin state line to the south of Forest Hills Road in Machesney Park. Work will involve pavement patching, asphalt resurfacing, guardrail construction and signal updates. There will be nightly lane closures from Forest Hills to Elevator/Hononegah Road, and daily lane closures from Elevator/Hononegah to the state line.
Road work is expected to extend through October 9, 2020. Motorists can expect delays and are encouraged to use alternate routes where feasible. Most importantly, please exercise extreme care when traveling through the work area, obey posted speed limits, and be on the alert for workers and equipment.

Village of Roscoe COVID-19 Response
Following the guidelines established for preventing community spread of Coronavirus and the corresponding COVID-19 infection, and in keeping with recommendations established by the State of Illinois, Illinois Department of Public Health and the Winnebago County Health Department, the Village of Roscoe is closing all facilities to the public. This closure also applies to the Secretary of State Driver’s License Facility located within Village Hall. All departments will remain operational, and phone lines will be open. The Roscoe Police Department will operate at regular staffing levels, and incoming phone calls will be routed through an automated directory system.
This closure to the public shall remain in effect through Saturday, May 30, 2020, at which time we will follow best practice recommendations of the appropriate regulatory agencies and evaluate further action.

COVID-19 (Coronavirus)
While the Centers for Disease Control and Prevention (CDC) reports that the immediate risk to the general American public for contracting the coronavirus remains low, and there are no confirmed cases in Winnebago County, they suggest that now is the time for communities to start preparing.

Below are the CDC’s prevention tips:
• Avoid close contact with people who are sick.
• Stay home when you are sick.
• Cover your cough or sneeze with a tissue, then throw the tissue in the trash.
• Clean and disinfect frequently touched objects and surfaces using a regular household cleaning spray or wipe.
• Wash your hands often with soap and water for at least 20 seconds, especially before eating, after blowing your nose, coughing, or sneezing, and certainly if your commute includes public transit.
• If soap and water are not readily available, use an alcohol-based hand sanitizer with at least 60% alcohol. Always wash hands with soap and water if your hands are visibly dirty.
• Face masks should be used by people who show symptoms of COVID-19 to help prevent the spread of the disease to others. The purpose of a face mask is to prevent droplets from sneezing and coughing from becoming airborne

2020 SPRING WEIGHT POSTINGS
Due to the annual freeze/thaw cycles, the roadways are beginning to soften up. The Public Works Department is now posting signs on roadways that temporarily restrict use from heavy trucks. Typically, the spring road posting period is 4-6 weeks in duration.
The Village of Roscoe will begin the enforcement of spring weight postings on certain Village roads Monday, March 3rd, 2020

It may have been cold but we had a BLAST last Saturday at our Chicory Ridge Park Grand Opening.
Special thank you to Village of Roscoe Police Department and Harlem-Roscoe Fire Protection District for joining our celebration. The kids loved being able to meet our local First Responders and being able to sit inside a police car, ambulance, and fire truck.
